Hay did this person play on Star Trek?

This is the man that people don't like and where Susan Ivanova tried to kill him with the stations guns "Just an accident" she would say. But strongly it didn't happen.

His job it to hunt down rogue telepaths and take them back to earth to be studied (I think)

He is also not liked with many of the stations staff and often told to get lost.
